June 14, 2007 - San Francisco has already banned use of nonbiodegradable plastic bags by large retailers. And one can litter with paper bags as well. Perhaps the best solution is not to ban plastic bags but to accelerate the recycling of them - as California did recently by mandating that major retailers provide recycling bins.
