February 27, 2008 - Dean Kubani, the city’s manager of environmental programs, recommended this and the plastic bag ordinance. Santa Monica is not the first U.S. city to ban plastic bags. San Francisco forbids large grocery stores and pharmacies from giving out non-biodegradable bags.
