Beijing is working out "green" policies including sorting waste, setting maximum temperatures for air conditioning and encouraging people to take public transport. The policies might face similar problems as the recent plastic bag campaign: how to change people's minds and how to balance cost against convenience. At a Federal Trade Commission workshop on "green" product claims, the Biodegradable Products Institute reported that biodegradable claims are on the rise. The FTC is considering beefing up rules that require companies to back up eco-friendly claims. For example, plastic food containers made from corn that will biodegrade "if you live in a city that takes compost or has a centralized hot composting facility."
